Adds support for SLH-DSA JWK format.

This is blocked PRs that are blocked by other issues or PRs. until the JWK definition for SLH-DSA from either https://datatracker.ietf.org/doc/draft-ietf-cose-sphincs-plus/ or https://wicg.github.io/webcrypto-modern-algos/ is submitted for publication.
